# Quorum

LORROS determines a quorum to be 50% of the total number of Group voting members plus one *(for an even number of members)* or one half *(for an odd number of members)*.

All Group members are being sent emails during the meeting so LORROS assumes that all Group members are participating in a Meeting. If you have opted out, you are still considered to be participating *(see* [*Muting Messages*](/lorros-guide/activities/muting-messages.md)*)*.

However, the only way for LORROS to know for sure if a Group member is participating is through the voting on motions. Therefore, unlike conventional meetings, quorum is not set for the whole Meeting but rather for each motion. For example, during a Meeting a quorum of members may have voted on one motion but not on another. LORROS then records the former motion to be valid and the latter motion to be invalid.
